摘要 雄安新区是国家和人民的千年大事，百年大计。在国家现阶段的发展中，雄安新区所在的地区面临着经济 发展水平低下，基础设施落后等一系列问题。雄安新区的建设容易受到传统城市发展模式惯性思维的影响， 所以新区建设的关键在于创新。 实施探索新的城市发展理念，建立新的改革创新体系，创新发展模式，带动承接高端产业，将雄安新区建 设成引领创新驱动的发展领先示范区。雄安新区具有“疏解非首都功能”的重大功能。是建设首都都市圈 的前沿地带和桥头堡。疏解北京超负荷的城市人口，解决北京的大城市病和资源的过度集中，是探索雄安 新区发展路径选择的重要问题。 本篇论文的研究背景是在习近平总书记提出雄安新区这一全新的具有划时代意义的伟大构想为指导。研究 意义在于作为新时代的大学毕业生，即将要毕业的我们如果能够紧跟时代大潮，把握时代脉搏，做新时代 的弄潮儿。国内外动态首先国内在于建立全新的城市发展模式、疏解特大城市人口、产业升级、建立具有 世界影响力的都市圈；国外研究动态学习研究国外优秀新城建设。 研究现状有关雄安新区建设的基础项目都已经路续展开，相关央企以及实力私营企业的入住名单，以及成 立中国雄安投资集团的全新中字头企业，以及习近平主席近期提出的河北雄安新区规划纲要。所发现问题 主要为北京城市功能的疏解，以及人口疏解，和建立全新新城作为首都都市圈的新两极现阶段所欠缺的。 研究对策和方法主要为学习借鉴国内外新区建立从深圳特区和浦东新区到美国各大城市圈的建立中寻找路 径选择。 关键词：雄安新区、非首都功能转移、制度体制创新、大城市病、京津冀一体化 燕山大学本科生毕业设计（论文） Abstract Xiongan New area is a millennium event for the country and the people. In the present stage of national development, Xiongan New area is facing a series of problems, such as low level of economic development, backward infrastructure and so on. The construction of Xiongan New area is easy to be influenced by the inertia thinking of the traditional urban development mode, so the key to the construction of the new area lies in innovation.
