PAGE PAGE 27 FDI技术溢出对我国高技术产业自主创新能力的影响分析 摘要： 中国进入21世纪以来，一直致力于改革创新、自立富强，特别是在我国企业进入外商投资以来，我国企业有了很多多元化的方式创收。另一方面，根据我国自主创新的现状，要完全独立自主创新发展还是有很大难度。如何更好地促进我国外资企业吸收FDI技术溢出效应，促进我国高技术产业自主创新能力的提升是本文研究的焦点。本文从高技术产业现状、引资情况、自主创新现状的背景下，利用FDI、人力资源投入、科技研发投入、技术吸收投入和其他投入的构建计量模型，通过我国各省市2009-2013年的面板数据分析探究FDI的技术溢出对我国高技术的自主创新能力有没有影响，有怎样的影响，以及影响如何。实证结果表示FDI技术溢出对我国高技术产业自主创新能力影响总体为正，其中人力资源投入、技术吸收投入的正溢出效应影响最明显。并根据研究结果，提出加大外资企业的人力资源投入、消化吸收投入、技术改造投入和内资企业的技术改造投入、技术引进投入。同时，加大中部地区投入资金力度，扩大吸收外资规模。以促进FDI的技术溢出效应，提高我国高技术产业的技术吸收能力，从而提高我国高技术产业的自主创新能力。 关键词：FDI技术溢出；高技术产业；自主创新；实证研究 The effects of FDI spillovers on Independent innovation capability of high-tech industry in China Abstract: Since China entries into the 21st century, it has been committed to reform and innovation, self-reliance prosperity, especially altering foreign-funded enterprises entering the country, many Chinese enterprises have multi-faceted approaches to get the profiles. On the other hand, according to the status of independent innovation, to be completely independent innovation and development are still very difficult. How to promote the absorption of foreign technology spillover effect of FDI, promoting and enhancing our capacity for independent innovation of high-tech industry is the focus of this paper.
