PAGE PAGE 21 大城市保障性住房居住与公共服务设施空间失配问题研究 ——以杭州市为例 摘要：随着社会经济的迅速发展，住房问题成为了时下的民生热点问题，对于城市里特别是大城市里的中低收入居民而言，商品房是一个高额商品，根本无力承担。而近年来杭州市保障性住房建设发展迅速，保障了低收入家庭的住房需求，但部分保障性住房项目存在配套设施不完善，具有滞后性的问题，影响被保障人群的生产和生活。因此，研究以保障性住房居住与公共服务设施匹配度为题，并提出相应对策具有重要意义。本文对杭州市内保障性住房项目公共服务设施现状进行研究，分析其存在的问题，并选取具有代表性的保障性住房小区公共服务设施现状具体分析，从利益相关者角度对问题产生的原因仔细研究。结果显示：保障性住房公共服务设施是因为在政策制度、选址、资金、监管等方面的原因存在问题，对此提出改善意见，希望能够实现保障性住房项目主体与公共服务设施同步运行的目标，改善被保障人群的居住环境。 关键词：保障性住房；公共服务设施；空间失配；杭州市 Metropolitan affordable housing residence and public service facilities spatial mismatch problems -A study in Hangzhou Abstract: With the rapid development of economy, the housing problem has become a hot topic nowadays of livelihood, particularly for the low-income residents in metropolis, the real estate is a high commodity, can not afford to bear. In recent years, Hangzhou, the affordable housing construction has developed rapidly, to protect the housing needs of low-income families. But some affordable housing projects exist inadequate supporting facilities, with the lag problem, affect the protection of residents production and living. Therefore, the study to affordable housing residence and public service facilities matching issues, and put forward the corresponding countermeasures is of great significance. In this paper, we will study the present situation of the hangzhou affordable housing project and problems of the public service facilities, analyzes its existing problems, and select representative affordable housing, analyze the present situation of community public service facilities from the perspective of stakeholders to carefully study the cause of the problem. The results showed that the problem of affordable housing public services is because of the policies and systems, site selection, financing, regulatory and other aspects, which made them advice, hoping to achieve the main goal of affordable housing projects and public service facilities synchronous operation, to improve the living level of the residents.
