PAGE PAGE 65 地方政府融资平台的问题及转型发展研究 摘要 地方政府融资平台于上世纪90年代初萌芽在中华大地上，在特殊的经济制度下诞生。国家出于进一步将中央与地方政府的财政分配关系梳理清晰的目的，在1994年颁布并实行分税制改革。此次的改革导致地方政府财权上交、事权增多。尤其是国家为了有效应对2008年的金融危机，推出了4万亿元的经济刺激政策，其中70%的资金缺口是需要各级地方政府的财力来填补的。然而，在《预算法》中明确规定，一般情况下不允许地方政府私自发行债券筹集资金，但是特殊条件未经明确说明，导致的结果就是地方政府无从发行债券。融资平台在如此复杂交错的经济背景下发展壮大。 纵观融资平台发展历程，其在很大程度上解决了政府资金短缺难题、弥补了巨大的资金缺口，为城镇化建设、经济发展贡献着巨大力量，但是，随着其“复制粘贴”式的增多，其存在的问题日渐凸显并持续放大。所以，对融资平台产生的问题进行深入研究并找到转型发展之路，是政府及社会关注的焦点。 此文围绕地方政府融资平台展开分析论述，动态地了解其发展历程，分析不同类型平台的具体问题，并且以天津市政府融资平台为例，通过建立模型，根据具体数据分析深层次的影响因素，从影响因素的视角探索出融资平台的转型发展之路。 内因是事物发展变化的第一位原因，所以融资平台首先要规范内部的制度和运行机制，采用灵活的融资手段，增强其自身的“造血”能力。综合性平台要将“触角”移转民营领域，致力于形成“国退民进”的经济结构，行业性平台要有效利用天然的资源优势，拓宽产业链、树立品牌价值理念，使本行业成为当地经济发展的支柱，区县级平台要立足所在区域，全方位地考虑当地近期及长远的发展，合理利用土地资源发展经济，在不损害下代人的合理利益的前提下，最大限度地满足当代人的发展需求。 研究分析表明，融资平台的问题已发展到岌岌可危的境地，寻求进一步的转型发展之路刻不容缓，此文章提出的建议能够在一定程度上解决平台发展中的问题，有助于平台渡过前进征途中的坎坷。 关键词：地方政府，融资平台，转型发展 Abstract Under the special economic system，in the early 90s of the last century, local government financing platform was born in the land of China. In order to clear the relationship of fiscal distributive between central and local government, China promulgated and implemented the tax sharing system reform in 1994. The reform caused the local government handed on property rights and took more responsibilities. Especially in order to effectively respond to the financial crisis in 2008, China carried out the economic stimulus policy of 4 trillion RMB, 70% of the funding gap need the finance of local governments to fill. However, the budget law stipulated explicitly that it was not allowed the local government to issue government bonds to raise funds by itself without special conditions. But without clear special conditions, the result was that it was unable to issue bonds by local government. The financing platform was born behind the complicated economic background.
