Keywords: raising retirement aging retirement age 第一章绪论 1.1 题目背景及研究的意义 1.1.1 题目背景 在2014年12月26日，中国社科院发布了《全面深化改革二十论》，在本书中，对未来我国延迟退休政策的制定提出了以下建议：“居民养老保险的退休年龄改革方案从2033年开始每3年延迟1岁，直至2045年完成。建议中国进行退休年龄改革后也引入弹性机制，以法定退休年龄为基准，规定人们可提前5年退休，但养老金标准将比按照法定退休有所下降;也可以高于法定退休年龄退休，养老金标准可适当提高”。本书作为中国社会科学院年度创新工程重大科研成果，也是首次在如此高规格的平台上提出了对我国将要推行的延迟退休政策的较为全面的综合性建议。 众所周知，我国现在实行的退休政策是在1978年基于当时较低的经济水平和生活物质水平制定的。然而在改革开放后，伴随着我国经济的发展,人民生活水平的提高，当时建立的退休政策早已不能适应当今社会发展的水平。而在全世界范围内，世界其他国家尤其是发达国家都相继的调整了本国法定退休年龄，以缓解普遍面临的老龄化问题对经济发展的影响。其实关于退休政策的重新制定，原劳动和社会保障部在2004年就有提出，但直到2013年中共第十八届中央委员会议上，才在国家的层面上确定下来需要制定渐进式延退政策以适应新的环境。而《全面深化改革二十论》突破在于，它较为全面的对将要进行的延迟退休改革提出了综合性结论性的建议，而不是仅仅停留在理论分析或者是争论总结上，这对马上要启动的延迟退休改革有着极为重要的现实意义。 本文首先通过分析我国未
