PAGE PAGE 22 压力型政府体制下基层政府的依法行政问题研究 摘要：依法行政是我国推进依法治国的核心与关键，是建设法治政府的重要要求。推进依法行政的重难点在基层政府，基层政府作为我国行政体系中最小的行政单位，不仅是基层政权，而且是基础性政权，对我国政权的稳定性有着很重要的作用。国家在大力推行法治政府建设的时期，对基层政府提出了诸多要求，因此研究基层政府的依法行政问题显得尤为重要。在压力型政府体制下，基层政府如何消除压力型体制带来的影响，更好的实现依法行政，关系着政府、社会与人们群众的利益。本文试图对压力型政府体制下的基层政府的依法行政进行初步探究，探讨其依法行政存在的问题，分析存在问题的原因，最后，提出促进基层政府依法行政的对策建议。 关键词：压力型体制；基层政府；依法行政 Problems of Administrating by Law in the Grass-root Government under Pressure System Abstract：Administration by law is the core and key of ruling by law in our country, an?important requirement to build law-based government. The grass-root government is the most important difficultly in promoting administration by law.?As the smallest administrative units in our countrys administrative system, not only is the grass-root?political power, but also the foundation of the regime,and has a very important role in the stability of the regime. During the period of building law-based government, the country calls for higher requirements to the grass-root government. So the study of grass-root government administration by law appears essentially important. Especially under the press system, how to eliminate the influence of grass-roots government to bring pressure system so that to make the grass-root government to provide better services in administration by law ,which is related closely to the interests of people,social and our country. The article attempt to study the grass-roots government how to administration by law under the pressure system, and explore the problems of administration by law, analyze the causes of problems, finally, we put forward suggestions to promote grass-roots government administration by law.
