PAGE 19 摘 要 耕地不仅是人类赖以生存之源，也是促进国家经济稳定和持续发展的重要保障。我国是世界农业大国，也是世界人口大国，人多地少是我国的基本国情。因此，研究的主要目的在于提高耕地的利用效率，使有限的耕地资源要素配置达到最优。本文是以天津市的耕地利用率为研究对象，从土地覆盖的变化幅度和变化速度两个方面来研究，从自然、社会、经济与科技四个方面分析原因，并结合天津耕地利用的实际情况，提出促进天津市耕地利用效率的可行建议，不仅可以提高耕地的使用效率，也为土地资源的管理提供参考。有利于耕地资源的高效利用，提高农民收入，并有助于农业经济全面协调可持续的发展。 关键字：耕地，利用效率，天津市，可行建议 Abstract Cultivated land is not only human’s survival resource, but also can promote national economic stability and it’s also the important guarantee of sustainable development. Our country is a big agricultural country in the world. It is also the worlds big population country. Much people but less cultivated land is the basic national situation of our country. Therefore, the main purpose of the study is to improve the use efficiency of cultivated land, and make the limited arable land resources to achieve optimal configuration. In this paper, the cultivated land utilization of Tianjin is the research object. We study from the land cover change and the change speed two aspects. From four aspects: nature, society, economy and science and technology analysis, and combined with the actual situation of Tianjin land use, put forward feasible Suggestions to promote the cultivated land use efficiency for Tianjin. It can not only improve the use efficiency of cultivated land, also provide reference for the management of land resources. Helpful for efficient utilization of cultivated land resources, increase farmers income, and is conducive to the further development of agricultural economy comprehensive, balanced and sustainable.
