我国教育服务贸易的现状及对策研究 摘 要 20 世纪 80 年代以来，世界服务贸易一直保持同期世界商品贸易近两倍的年 增长率。作为服务贸易的重要组成部分，教育服务贸易呈现迅猛增长的势头，特 别是以境外消费方式进行的教育服务贸易正日益成为国际贸易的一个重要新兴领 域。 本文主要研究境外消费教育服务贸易，这里的境外消费服务贸易是指留学教 育。留学教育是最具产业化性质的一种教育形式,它不但可以给教育出口国带来直 接的经济收益,也可聚集人才,为教育出口国积蓄实力。我国的留学教育起步较晚, 是目前最大的教育逆差国之一,发展留学教育、启动留学经济是我国教育走向国际 化的重要一步。因此对我国留学教育做系统的研究具有重要的现实意义。 本文首先阐述了国际境外消费方式教育服务贸易的现状和特点。其次从生源 地﹑数量及教育水平等几个方面对我国留学教育的现状，包括我国留学教育进口 （留学生出国）和留学教育出口（外国留学生来华学习）进行统计，分析出我国 与其他国家相比的优势及劣势。文章最后对于发展我国留学教育提出了一些对策 和建议。 关键词：教育服务贸易，境外消费，留学教育，对策 I 我国教育服务贸易的现状及对策研究 Abstract Since 1980s, the annual growth rate of world service trade has been nearly twice that of world goods trade. As an important component of service trade, educational service trade tends to increase greatly and swiftly, and educational service trade by way of abroad consumption is growing into an important new developing field of international trade. This paper mainly studies abroad consumption educational service trade, which refers to overseas education, a most industrialized form of education. It can help the educational exporter gain direct economic profits, attract talented persons, and gather actual strength. The overseas education of our country started relatively late, and China is one of the biggest education unfavorable balance countries at present. Therefore, to develop overseas education and to activate overseas education economy is an important step in the internationalization of China’s education.
