关于解决石漠化问题的移民外迁模式的研究 摘 要 石漠化是人类社会长期以来的经济活动造成的类似荒漠化景观的土地退化， 它是我国西南地区生态环境面临的最为严峻的挑战之一，危害甚烈。目前，如何 解决这一问题的思路主要有两条，一是生态农业模式，二是移民外迁模式。从经 济社会发展和环境演变的基本规律来说，两条道路都是有效的，但各有其约束条 件，本文通过在研究石漠化及危害的基础上，对比分析了两种解决途径。首先， 生态农业模式是解决石漠化问题的有效途径，在很多地方取得了成功，但存在着 一定的局限性。用生态模式解决石漠化问题的前提是要有一定的生态基础或保底 条件，要建立有效生态经济模式，有一定的人口容量，但是不同地区，这些条件 都有出入。其次，文章重点分析了解决石漠化问题的移民外迁模式及其成功条件。 提出了用外迁模式解决石漠化的必要性与成功条件分析。如：宣传教育做到位， 政府应启动鼓励措施，加大人力资本的投资，工业化与城镇化，放宽户籍政策， 加强迁出地区计生工作。在生态环境极端脆弱且人口压力很大的石漠化地区，外 迁模式是必然选择，差别只是事前的主动选择（有利于保护生态），还是事后的 被动选择（沦为生态难民），研究后认为，通过一定的政府干预和公共政策导向， 主动外迁模式是最好的模式之一。 关键词：石漠化，生态农业，外迁模式 - I - 关于解决石漠化问题的移民外迁模式的研究 Abstract Stony desertification is caused by an economic activity for a long time of human society The land of the similar desertificated view degradates 。It is one of the most severe challenges that the ecological environment of southwest of our country faces ， At present, how there are two thinkings solving this problem mainly ，First, the mode of ecological agriculture，Second, the mode that the immigrant moves outside。Basic law developing from socio-economic development and environment is spoken，Two roads are both effectual, but each have it that restrains the condition ，This text compares and analyses two kinds of settlement ways through on the basis of studying the stony desertification and danger 。First of all, the mode of ecological agriculture is an effective way of solving the stony desertification problem, having achieved success in a lot of places, but certain limitation exists 。Solve with ecological mode prerequisite , stony desertification of problem to have certain ecological foundation or beadk even terms, will set up the economic mode of effective ecology , there are certain populatio
