摘 要 随着经济的全球化，很多国家都开始实行积极的吸引FDI的政策。外国厂商的进入通常会给本土企业带来更加先进的技术和经验，可以对东道国企业产生技术的溢出效应。浙江省作为中国沿海的发达地区，其吸引FDI的政策也对当地企业产生了很大的影响，尤其是它的技术溢出，备受关注。近几年，浙江省吸收外资规模快速增长，质量和水平都有所提高。因此，对技术溢出效应的研究有助于浙江省对外资的进一步吸收。 为了研究浙江省的技术溢出效应问题，本文通过对国内外文献的回顾，从一般途径分析了FDI的技术溢出效应。同时，本文还选取了浙江省工业部门企业的相关数据（1995-2009），借鉴G.Feder（1982）的两部门分析方法，建立分析技术溢出效应的回归基础方程。实证结果表明，FDI在浙江省工业部门存在正向的技术溢出效应，但需加强外资利用率。最后，本文得出相关性结论并提出了政策性启示。 关键词：  ABSTRACT With the economic globalization, many counties have started implementing a positive policy to attract FDI. The entry of foreign firms usually give local enterprises more advanced technology and experience and have technology spillover effects to companies in host countries. Zhejiang Province as one of China’s coastal developed areas and its policy of attracting FDI on local companies also have a great influence. In recent years, the scale of foreign capita has grown rapidly and the quality has become better. As a consequence, the research of technology spillover effects on foreign capital is helpful to further absorbs in Zhejiang province. In order to research the technology spillover effect in Zhejiang province, this paper analyzes technological spillover effect of FDI from the general way, through the domestic and foreign literature review. As the same time, this paper also select the relevant data(1995-2009) of industry department enterprise in zhejiang province and construct a technological overflow effect regression analysis based equation，took example by the G. Feder(1982) two department analysis method. The results show that: FDI in Zhejiang province has a positive spillover effect of technology, but we also need enhance the utilization of FDI. Finally, this paper puts forward a relevant conclusions and policy enlightenment.
