摘 要 近年来我国城乡居民的生活水平有了很大的提高，已到了汽车进入城 镇普通居民家庭的时代。培育和发展汽车市场，特别是二手车市场对于汽 车进入家庭有着极其重要的意义。2005 年，上海市新汽车的销售量为57.28 万两，新车销售是全国的 9.95%；上海二手车交易量为 16.55 万两，占全 国的8.95%。但从目前上海旧车市场的发育情况看，上海的二手车市场尚停 留在交易的层面，并未达到二手车贸易的平台。无论从交易内容、交易方 式还是交易效果来看，由于诸多因素的作用，尚处于初级阶段。如果要充 分挖掘这一市场的潜力，进一步成为我市新的经济增长点，就需要政策扶 持，全面改善经营模式，不断提高市场监管水平，全方位地发展二手车贸 易。 美国、德国、日本这些国家的二手车交易量较大，二手车贸易市场已 很成熟，相关政策法规也己较健全、完善。借鉴这些国家二手车市场的监 管措施，有利于尽快提高对我市二手车市场监管的水平。 课题拟通过对分析上海二手车市场监管现状及监管中存在的问题，运 用二手车市场监管理论对上海二手车市场进行分析，确定加强上海二手车 市场监管的策略定位并提出加强上海二手车市场监管的具体策略。 关键词： 二手车 市场 监管 5 Abstract In recent years ，the living level of inhabitants of our country has improved enormously，the era for cars going to common family is coming. To nourish and develop the car market , especially the second-hand car market is of great significance to the accession of cars into families. In 2005，the sale amount of the new cars in Shanghai was 572,800，accounted for 9.95% of the national total ，and the sale amount of the second-hand cars in Shanghai was 165,500， accounted for 8.95% of the national total . However ，with regard to the development of the second-hand car market at present ，it still stay at the flat of deal ， but not trade. And it`s still at the primary phrase due to the roles of various factors play ，whatever it is sought from the content 、the pattern or the effect of the market. If we want to utilize the potency of the second-hand car market fully ，and make it to the new economical growth point of Shanghai，we need to adopt favorable policy，to improve the running model in all-round way, to raise the level of market supervision unceasingly and to develop second-hand car trade in an all-round direction.
