东莞市外来人口管理研究 摘 要 随着改革开放的深入和经济建设的快速发展，我国的流动人口大量增加， 尤其是内陆地区的外来人口离开户籍地进入东莞市生活的数量已达到相当的规 模。外来人口这么一个庞大的群体，特别是在国际金融危机背景下，给社会治 安、计划生育、劳动力安排等工作带来了新的问题和困难。但是，外来人口对 东莞市所做出的贡献是无可置疑的。东莞市外来人口的管理已经跟不上形势的 变化，外来人口管理中所存在的问题越发明显。对外来人口管理中寻求新的发 展的需要也迫在眉睫。 这篇文章由东莞市外来人口现状出发，分析了东莞市外来人口管理特点及 其存在的问题，阐述了外来人口对东莞市经济和社会所产生的影响。新形势下， 东莞市外来人口管理应先在“更新观念”上下功夫，抓队伍，建机制是外来人 口管理的关键，要构建外来人口管理制度，创新外来人口管理方法和管理模式。 本文主要引入外来人口数字化管理模式，通过政府管理部门间的合作努力，共 同为外来人口管理作贡献。 关键词： 外来人口；和谐社会；暂住证；户籍制度 - 1 - 东莞市外来人口管理研究 Abstract With the reform and opening up and economic development ， the shifting population is becoming bigger and bigger. The shifting population from Middle china into Dong guan city is enormous. Although the astronomical colony of shifting population brings new problems and difficulties to social security ，the family planning policy and labor arrangement ，the contribution ，especially in the financial crisis, the shifting population makes for Dong guan city is indubitable.
