摘 要 出租汽车是上饶市大众交通工具之一，其舒适、快捷、方便、安全和服务面 广的特性可以弥补公共交通的不足，成为许多市民乐于采用的交通出行方式。随 着上饶市经济社会的发展，出租汽车行业十几年来也取得了长足的发展。但是， 出租汽车行业也存在许多问题，集中体现在出租汽车政策法规不完善、经营权管 理不到位、出租汽车企业经营管理水平低下、驾驶员综合素质不高、服务水平较 低等方面。 本文主要是通过对上饶市出租汽车行业全面、深入的调研，科学系统地评估 该市出租汽车行业的现状，对现行的出租汽车管理体制、运营模式、调控方式、 和行业管理中存在的问 等进行深入的分析，对行业 展目标作出比较准确的预 测，并提出实现目标的改革实施步骤和建议政策措施，有利于政府部门本身的 展、建设，对行业的科学调控和管理，为出租汽车行业管理提供一些有益的参考， 为政府决策提供依据。 关键词:出租汽车；行业管理；发展；改革 1 Abstract Taxi is one of the mass vehicles in Shangrao,it is comfortable,fast,convenient,safe and with wide scope of service,which characteristics could make up the deficiency of the public transportation and make it become the trip mode which a lot of residents are happy to use.Along with the development of the Shangrao economic society,the taxi industry made remarkable progress in the past ten more years.However,many problems also exist in the taxi industry,they mainly concentrate on the aspects of the imperfect policies and regulations,the inefficient supervision on the management rights,the low managerial level of the taxi enterprises,the poor comprehensive quality of the driver,the low service level,etc. In this paper,we make scientific and systemic evaluations on the current status of the taxi industry in Shangrao by overall and in-depth investigations,deeply analyzing the current taxi management system,operation mode,controlling way and the existing issues in this industry management,etc.,making accurate forecasts on this industry development goal and pointing out the reform implementation steps and suggested policies and measures for realizing that.This is helpful for the development and construction of the government department itself and for the scientific regulation and management of this industry.This also makes some useful references to the tax
