摘要 台湾作为曾经东亚经济奇迹的典范，基本完成了从传统农业到现代农业的转 变。该地区农业现代化的实现，除当局适当的农业经济政策外，拥有百年历史且 遍布全岛的农会组织担当着强大助推器的角色。本文通过定性研究和定量研究， 利用农会年报和其他统计数据等一手资料，梳理台湾农会发展历程，借助农业现 代化理论分析农会贡献，探究其成功原因和潜在问题，为祖国大陆农民组织化建 设提供参考。在促进农业现代化方面，台湾农会对生产要素投入、市场机制引进 和综合服务体系建立起到了至关重要的作用。台湾农业在农会的协助下，基本实 现了产销一贯制的商品化、产业化和市场化，农民社会保障和农村社区建设也因 此获益。农会组织成为农民依赖和政府信任的伙伴团体。台湾农会的运行之所以 效果卓著，与其组织的目标定位、政府的高度保护以及国外的先进经验密不可分。 在中国大陆从传统农业向现代农业的转变过程中，学习台湾经验建立适度普惠性 质的综合农协成为农民组织化发展的新思维。 关键词：台湾农会；农业现代化；农民组织化；综合农协 I Abstract As a model of economic miracle in East Asia, Taiwan has basically completed the transition from traditional agriculture to modern agriculture. In addition to the appropriate agricultural economic policy adopted by the administration, the realization of agricultural modernization in Taiwan is most importantly owing to the farmers’ associations spreading all over the whole island, which play the role of agricultural booster. In this paper, through both qualitative and quantitative research, combing the course of development of Taiwan farmers’ associations, the author tries to employ agricultural modernization theory to analyze the contribution of farmers ’ associations, and to explore the reasons for success as well as potential problems, so as to make some reference for the construction of farmer organizations in mainland China. With the assistance of farmers’ associations, Taiwan’s agriculture has basically realized the commercialization, industrialization and marketization in both production and marketing.
