内容摘要 2010 年，我国实施了孤儿生活津贴制度，政府第一次向城乡所有孤儿发放 生活费，以保障他们的生活。然而，很多地区一直沿用国家规定的最低孤儿养育 津贴标准，并未结合本地区的经济社会发展水平调整孤儿生活津贴。因此，孤儿 生活津贴标准的适度性问题值得重视。本论文在此背景下进行孤儿生活津贴标准 适度性研究。 本论文主要采用文献法、调查法、统计分析法等研究方法来分析我国孤儿生 活津贴标准适度性。第一章利用文献法收集整合孤儿生活津贴相关的文献，综述 不同学者的观点和研究成果，确定研究对象，形成本论文的研究思路。第二章分 析我国孤儿生活津贴制度的背景、内容和存在的问题。第三章阐述孤儿生活津贴 标准制定的相关理论和测算方法。第四章利用马斯洛需要层次理论，科学设计调 研问卷和访谈提纲，调研孤儿生存和发展需要以及孤儿生活津贴标准的适度性。 第五章是本文重点，从价值维度、公平维度、时间维度、地域维度四个维度 研究孤儿生活津贴标准适度性。研究结论表明：适度的孤儿生活津贴标准必须满 足孤残儿童的生存和发展的最基本的需要；必须随物价水平的提高而逐渐提高； 要与各地区的国民经济发展水平相适应；要与城乡最低生活保障标准相衔接，以 保障孤儿满足最基本的生存和发展需要。因此，全国孤儿生活津贴平均标准必须 在一定的适度区间内，各地区孤儿生活津贴标准则可在全国平均标准的基础上， 根据各地区经济发展水平和物价水平来最终确定孤儿生活津贴标准。 最后，本论文对我国孤儿生活津贴标准制定和调整办法进行了总结，以期根 据孤儿需要来制定孤儿生活津贴标准，根据每年国民经济增长速度、物价水平、 最低生活保障标准、城乡居民平均消费水平以及各地区经济发展水平来调整各地 孤儿生活津贴标准，最终实现孤儿生活津贴标准的适度性。 关键词：孤儿福利，孤儿生活津贴标准，适度性 I ABSTRACT In 2010, China implemented the living allowance system for orphans. The government issued living allowances to all the orphans in the urban and rural areas for the first time in order to protect their lives. However, the lowest living allowances standard for orphans set by the Ministry of Civil Affairs have been adopted by many areas since 2010 and have not been adjusted according to the level of economic and social development in the different regions. Thus, it is important to study the suitable orphan allowance standards. This paper uses some research methods such as literature method, investigation method, statistical analysis method and so on to analyze the moderate standard of living allowances for orphans.
