Tender is mostly used to purchase goods and materials in large
quantity, machinery and key equipment, and complete set of
installation, and is seldom used in selling goods.
Probably, procurement by tender is an effective means of getting
those things on one hand, and submission of tender on the other
hand, are the two constituent/component part/sides of a tender
transaction.
招投标的程序如下The normal course of tender business is
as follows:
1.The buyer calls for tender by publishing an announcement
of tender/advertisement for Prequalification (招标资格预审广
告)in leading newspapers.
This advertisement states, apart from the specifications of the
goods to be purchased, the name and address of the buyer
and the time limit for the application and the conditions of
trading and financial capability which applicants have to satisfy
in order to be allowed to tender. Interested firms abroad which
think that they satisfy the prequalification conditions will then
apply to the buyer for the bidding documents (tender
documents) Normally, the applicants are required to pay a
certain fee for the bidding documents, The buyer will then send
the documents to those applicants who, in his opinion, satisfy
prequalification conditions.

The bidding documents are usually voluminous, setting out the
specifications of the goods in detail, bidding requirements,
form of the contract, contract terms, the amount of bid bond
