论韩国城乡学校中教师轮岗体系的问题与任务

摘 要:韩国农村学校正经历着全方面的困难,其产生原因主要是城镇化和工业化的影响。目
前,韩国政府正试图通过两项政策来避免城乡教师专业发展水平差距的不断扩大,即教师轮岗体系
和加分晋升制度。教师离开农村学校的问题正在弱化,其主要原因是以上两项政策的施行,虽然这
些政策能够避免一些问题的出现和恶化,但同时也随之带来一些反面影响。作为促进农村教师质量
提升的形式,建议施行专门针对农村教师的许可证系统和特殊的招聘系统。

Issues and Tasks of Rotational Teacher System
Between Urban and Rural Schools in Korea

Abstract: Rural schools of Korea are experiencing great difficulties from both qualitative and
quantitative perspectives. The devastation of rural schools was caused by urbanization and industrialization.
Rotational teachers system and promotion extra points system are two policies to prevent the level of rural
school teachers from falling behind that of urban school teachers. The problem of the teachers evading
rural schools is being mitigated through those two systems for rural teachers. But some point out that it also
brings about another collateral reverse effect. As a way to promote the qualitative improvement of rural
teachers, the adoption of a specialized rural teacher license system and introduction of a rural teacher
special recruitment system are being suggested.

1. Introduction
Rural schools of Korea are experiencing great difficulties from both qualitative and quantitative
perspectives. The gravity of the situation lies in the fact that the problems of rural schools cannot be easily
cured and are actually becoming more and more aggravating. The number of the students is ever decreasing
and the schools are growing smaller; many schools have already closed their gates or are faced with the
threat of being shut down. The academic achievement level of rural students is
