基本医疗保险城乡一体化研究回顾 1 程翔宇 中南财经政法大学公共管理学院 武汉 430074 摘 要：我国医疗保险由城镇职工基本医疗保险、城镇居民基本医疗保险和新型 农村合作医疗组成，三项制度相互分离，筹资水平、待遇水平、管理部门等均不 相同。三险分立的医疗保险体系存在显失社会公平、管理效率和基金使用效率低 下等问题。目前我国经济快速发展、制度体系不断完善，推进基本医疗保险城乡 一体化的条件已趋成熟，但同时仍面临诸多困难。学者对医疗保险城乡一体化的 实现路径取得了渐进式改革、分阶段推进的基本共识，不少地区也积极进行有益 的探索，形成了经验借鉴,但如何在具体措施上兼顾公平和效率是以后研究中应 重点关注的问题。 关键词：医疗保险，城乡一体化，研究回顾 中图分类号：R1-9 文献标识码：A Review on Integration of Urban-rural Basic Medical Insurance Research Cheng Xiang-yu School of Public Administration，Zhongnan University of Economics and Law, Hubei Wuhan, 430074, China Abstract: Chinese basic medical insurance consists of urban workers basic medical insurance, urban residents basic medical insurance, and new rural cooperative medical service. Those three separate systems have different funding levels, treatment levels and management departments. There are some problems in the separated medical insurance system, such as social inequities, low management efficiency and low efficiency in the use of medical insurance fund. With the rapid development of Chinese economy and the constantly improved of the medical insurance system, the conditions of integrating the urban-rural basic medical insurance have been basically mature. While at the same time, there are still many difficulties. Lots of scholars have studied the system integration; the commom view is that the integration should be advanced gradually. Some places have undertaken active exploration and gained certain experiences.
