In view of strengthening the construction of the working（operation）standard system，it proposes to insist on attaching equal importance to the formulation of non-existing standards and reviewing/modifying of existing standards to improve the construction of the working（operation）standard system ；insist on compatibility to enhance the overall harmony in working（operation）standards ；insist on high quality to promote the individual level of each working (operation) standard ； insist on stringent requirements to standardize the preparation and reviews on working（operation）standards.
