The historical fact was not accidental , instead was a necessary result caused by many historical factors , which embodied in following aspects : the influence of classic socialist theories , the limitation of new economic policies , the merits and faults of communist policies in the war , the threats to the Soviet Union from international capitalism , the influence of military feudal imperialism tradition and the understanding and attitude of the top leaders of Communist Party of the Soviet Union to new economic policies , etc .
