A Brief Analysis on Counter Policies of Poverty Alleviation and
Development for Small- population Minorities in China

Abstract: Since the adoption of the reform and opening policy, dramatic changes havetaken place in every as-
pect for the small- population minorities. However, due to the extensive development, natural environment, histori-
cal factors, todays minorities in China are still stricken by poverty to some extent, thus affecting the construction of
well- off society. In light of the specialities of the small- population minorities and under the guidance of scientific
development concept, the paper discusses how to alleviatethe poverty in the small- population minorities areas in the
new historical era.
