摘 要 半个世纪的探索之路 中国城市规划取得了令人瞩目的成就 然而 新世纪我 国城市规划编制不仅受到自身所沉积的诸多问题的桎梏 更面临着时代的挑战 解 决这些问题并进行有效变革是我国城市规划的必然选择 我国城市总体规划编制中 存在的问题很多 本文仅对几个热点议题 如规划编制体系 规划编制内容 规划 编制阶段 方法 实施 作一些粗浅的探讨 规划编制是城市规划体系一个极其重要的方面 规划界对此作了大量有益的探 索 取得了丰硕的成果 但面对新形势 创建于计划经济时期的城市总体规划编制 体系已难以适应新世纪我国城市快速发展的需要 文章以中国社会经济发展的大背 景为切入点 回顾了西方发达国家城市规划体系发展的历程 试图从中找寻中国城 市总体规划体系发展之方向 简述了近年来国内发达地区城市规划实践的新尝试 试图从中探求我国城市总体规划发展的新趋势 不再满足于城市总体规划的 终极 蓝图 效应 而是追求可操作 可实施 可管理的城市总体规划 本研究将为实现我国城市总体规划编制的科学化 合理化 探寻一套较为系统 全面的操作方法 同时也为建立适合我国国情的城市规划编制体系框架提供一定的 参考 关键词 城市总体规划 编制体系框架 编制内容 编制方法 总体规划实施 I ABSTRACT Great achievements have been gained during the past 50 years of probing for urban planning in china.In the background of the new time, china’s urban planning have to face not only many of the old problems, but also the challenges of the new comings.so it is the time to solve these problem and advocate renovation,which is the only choice of china’s urban planning. There are many problems in current establishments of urban master plan in china, here just discuss several central issues.At last,the paper brings forward relevant solutions to each of the problems. The planning making is an important part of urban planning system. The conventional planning under planned economy is not quite used to the rapid development of cities in new times.
