So the nation, local government and the masses begin to makea point of improving peoples living quality. And mass sports is one of importantfactors which influence peoples living quality. Though it has achieved definitedevelopment there are also many problems. So we have to analyse characters ofmass sports development in diferent countries, cast about for intrinsic rules, thenseek a way which suit our countrys mass sports development. This research try toprovide conductive reference for our countrys mass sports development bycomparing Japanese mass sports with Chinese mass sports. Thereare four parts: Partone: Introduction. It generaly introduces the reason, meaning andresearch plan of the isue and the development of mass sports in Japan and China. Parttwo: the Analysis of Factors Which Influence These Two CountriesMassSports Development. This part compare Japanese mass sports with Chinese masssports mainly from two aspects. One is manage institution and policy of mass sportsdevelopment, the other is organizing and running. These two aspects basicalyinclude the system of organizing, sports club, sports instructors，peoples corporeityinspecting, scientific research and laws of mass sports Partthree:Countermeasure and Consideration.
