第四章通过对教育与人的发展、经济发展的关系的论证，提出了 教育的根本目的是促进人的发展。为了实现这一目的，可以采取以下 措施：更新教育思想和观念，促进人的全面发展；推进教育教学创新， 促进人的个性发展；加强校园文化建设，促进人的和谐发展。 第五章论证了区域高等教育需要协调发展，而不是平均发展，并 对湖南省高等教育协调发展进行了可行性分析。建设长株潭高校基 地、加快发展民办高等教育、提高省域高等教育的综合竞争力在一定 程度上可以满足我省高等教育协调发展的需要。 第六章通过对区域高等教育近期协调和远期发展关系的透视，论 证了高等教育持续健康发展的必要性。除了有机结合政府的宏观调控 与市场的自主调节、实现高等教育自身及其与环境的可持续发展外， 统筹高等教育的改革、发展和稳定尤为重要。 最后，对全文进行了梳理。在省域范围内研究高等教育的协调发 展，只是对高等教育地方化、区域化的一种探索和思考。实际上，还 应该把高等教育纳入更大的范围和更广阔的视野来审视、思考，正确 把握处理好经济规律、管理规律与高等教育规律的关系，构建一个既 有严密内部结构，又与其它各类教育协调：既促进经济社会发展，又 促进人的发展的现代高等教育体系。只有这样，才能真正实现高等教 育的协调发展。 本文的创新之处有两个方面。一是研究方法和研究视角的创新， 以省为单位研究其高等教育，既有宏观的审视，又有微观的实地调查。 二是创造性地提出了部分范畴和观点，如省域高等教育的概念；高等 教育整体与局部的关系，协调发展和平均发展的关系，等等。由于学 识所限，对于如何构建区域高等教育新格局，探讨发展政策及发展模 式还比较欠缺。 关键词：省域高等教育，协调发展 Ⅱ ABSTRACT The 3rd Plenary Session of the 1 6th Party Central Committee in Communist Party of China put forward the point of view of scientific development，which asked for people first and overall，coordinate sustainable development．And the Plenary Session also emphasized that 5 pieces of pool should be performed in order to advance the economic and social development under the new historical condition．That is，the government should make overall plans to coordinate the areas development including urban and rural，the socio-economic development， the harmonious development between human and nature，and the development at home and opening to the outside as well．In recent years， although higher education in China has made great achievement，there are still some outstanding problems which Can not be ignored：at present，the arrangement structure of higher education is unreasonable；areas develop unevenly and Call not combine closely with the local socio-economic development；there are some conflicts among its quality，its quantity，its structme,and SO on． The thesis is composed of seven major parts． The first part examined the higher education of province at the macroscopic respect．The higher education of province Was not definitely independent according to its geographic contexts，
