全文共分六部分: 第一部分:引言。 第二部分:首先对本文要讨论的农村义务教育投资体制进行简单解释性说明，进一步从静态上主要是理论层面的构成要素和动态上主要是投资的实际运作过程层面的投资决策过程和投资实施过程两方面分析现行农村义务教育投资体制构成。 第三部分:从现行农村义务教育投资体制动、静两方面构成的基础上，分析其产生的理念根源是市场经济理念和视农村义务教育为准公共产品的理念，现行农村义务教育投资体制也存在路径依赖问题，即它也是历史遗存的结果。 第四部分:从产生的理念根源与实际操作相融合的程度分析现行农村义务教育体制存在的利弊，并对其弊端的产生原因进行了深层次的分析。 第五部分:在上述弊端原因分析的基础上，提出相应的改进建议。 第六部分:结束语 关键词:农村义务教育投资体制;公共产品;制度;市场经济 ABSTRACT Theimportant and dificult place is the question of rural compulsoryeducation investment system in educational domain. This investmentsystem ,because of lacking of financing system ensurement, leads to manyissues in countryside society and education area. So it is the most importantand fundamental expansibility investment, and is the key point of reducingdiferences between city and countryside. This paper wil analyse advantages and disadvantages of the curentcompulsory educational investment system in countryside. Firstly inanalytical way, I used the developmental opinion and the point of theoryadapting practice and the point of touching with facts. Secondly inanalytical process, I used logical order step妙 step. Thirdly in analyticalcontent, in term of the basis structure of the current compulsory educationalinvestment system in countryside and its theoretical precondition andpractical elements, touching with countryside facts, contrasted with them,we wil research on the conflict place and explain the drawback. Further wewil analyse its procreant reason, giving simple countermeasure advice. Thecurent compulsory educational investment system in countrysideis the investment system which is subject to the management system ofState Department leading and taking charge by local government andclassifcation management and using county as owner. We can understandits structure in static state and its investment process in dynamic state.
