2 Abstract This scrip discusses the problems during the Public-Privating Partnership in Public Utilities in China and which ways we should take to private the Public Utilities. This article has four parties: Fist part is the theoretic analysis.In this part:I give the definition, sort and characteristics of the Public Utilities. And also point that the public sort, like electric water supply fuel gas supply, is the focus in this course. Three theories of Public Utilities involved in this part, which are support the Public-Private Partnership in Public Utilities. The abject matter of the second part is the main problem in the Public-Privating Partnership in Public Utilities in China. Although we had set out this reform last century, and all the departments, from the center government to the local government, pay important to the reform, there are also some problems, such as main action of the government, pricing of the Public Goods, finance problem and legal problem. In the third part, I introduce the experience of developed countries about the Public-Private in Public Utilities, in order to giving some help to our country. The last part is the emphatic sort of this article. In this part I point out the rules, which we should pay in the reform, and introduce several modes, which fit our country, there are BOT mode, Invite Public Bidding, Joint Venture mode, exclusive Venture mode and PPP mode. Finally I talk about the supervision of the government, discuss the purpose of the supervision, the means of supervision and legislation problem.
