开县医疗保险制度现状及其对策探讨 【摘要】：本文旨在了解开县医疗保险的现状及发展方向，从而有助于我们更好的了解开县医疗保险体系。本文定性地对开县医疗保险制度中存在的问题如：覆盖人群不够广、覆盖人数不够多，所需的法律不健全，缺乏有效制约机制和医疗改革专业人才等进行分析。对此，提出相关政策建议：完善医疗保险政策，加大宣传力度，坚持“以人为本”，加强医药卫生体制改革，坚持 “以收定支、收支平衡、略有节余”的原则，推进多层次、多形式的医疗保险体系。努力解决开县医疗保险制度所遇到的问题，促进其快速、稳定的发展。 Abstract: The aims of this paper is to understand the health insurance status and the developing direction of kaixian in order to help us to better understand the health insurance system of kaixian.
