两会热议：改变粗放型的农业发展模式 This year， the Suggestion on Strengthening Green Agriculture Development proposed by Jiusan Society became the “No. 1 Proposal”. The proposal shows that the agricultural development model in China is extensive and the pollution is more and more serious. Over 16% of cultivated lands in the country are polluted by heavy metals and the situation is sever in big cities and surrounding areas of industrial and mining regions. Today， 40% of chemical fertilizers in the world are used in China， where only 7% of the cultivated lands in the world are accounted. It is deemed that it is high time for developing green agriculture so that the safety of agriculture production and foods can be ensured. The Jiusan Society has conducted in-depth research that concluded problems of large resource consumption， serious wasting and worsening environmental pollution exist in agricultural development in most parts of China. First， the wasting of fresh water is severe. As for the deficient irrigation equipment， the coefficient of the usage of irrigation water is merely 0.46， far below the standard of developed countries which is 0.7 to 0.8. Second， energy utilization rate is low. The large agricultural machinery that have exceeded the age of scrapping account for 30% and small machinery account for 50%. Third， pollution is becoming more and more severe. According to recent years’ typical survey and positioning and monitoring work by Ministry of Agriculture， the national cultivated lands contaminated by heavy metal are more than 16% and the situation is severe in big cities and surrounding areas of industrial and mining regions. So we must alter the extensive model of agricultural development as soon as possible to resolve these issues. It is suggested that we should accelerate the development of some projects such as soil testing formulated fertilization， increase the use of organic fertilizers， strengthen the purchase of agricultural plastic films， subsidize farmers for bu
