Wepresentnewupperlimitsforblackholemassesinextremelylatetypespiralgalaxies.Wecon?rmthatthisclassofgalaxieshas blackholeswithmasseslessthan10 M ,ifany.Wealsoderivenewupperlimitsfornuclearstarclustermassesinmassivegalaxies 6 withpreviouslydeterminedblackholemasses.Weusethenewlyderivedupperlimitsandaliteraturecompilationtostudythelow massendoftheglobal-to-nucleusrelations.We?ndthefollowing.(1)TheMBH-σrelationcannot?attenatlowmasses,butmay steepen.(2)TheMBH-Mbulgerelationmaywell?attenincontrast.(3)TheMBH-Sersicnrelationisabletoaccountforthelarge scatterinblackholemassesinlow-massdiskgalaxies.OutliersintheMBH-Sersicnrelationseemtobedwarfellipticalgalaxies. WhenplottingMBHversusMNCwe?ndthreedi?erentregimes:(a)nuclearclusterdominatednuclei,(b)atransitionregion,and (c)blackhole-dominatednuclei.Thisisconsistentwiththepicture,inwhichblackholesforminsidenuclearclusterswithavery low-massfraction.Theysubsequentlygrowmuchfasterthanthenuclearcluster,destroyingitwhentheratioMBH/MNC grows above100.Nuclearstarclustersmaythusbetheprecursorsofmassiveblackholesingalaxynuclei. 1.Introduction history.Thismightberelatedtotheirspeciallo
