Key words: Hebei province; regional economic development level; evaluation; difference 1 研究背景 泻北省范处中国华北平原北部，兼跨内蒙古高原，内环京津，外环渤海，区位优势十分显著。改革开放以 来，河北省牢牢抓住经济发展的大好就遇，开拓进歌，经济发展水平不断提高。特别是坦人 WTO 以后，经济 发展更是突飞猛进，但同时，河北省区域经济发展水平的差异窍题也吕益凸显。 以人均 GDP 作为评判经济发展水平的指标，根据 1994-2003 年河北省各地数据，得到人均 GDP 变异 系数和人均 GDP 极差(见图1).可以看出，人均 GDP 增长较快，但人均 GDP 极差，除了 1997 年前与人均 GDP 保持同步变化外，1997 年后增长更快，反映了市际间人均 GDP 的绝对差
