For them , one of the most prominent problem is the difficulties in the accessibility of medical serviece. It is very common among them that illness would bring poverty to them. At present , the related regulations with the purpose of helping the disabled participate in NRCMS are not fully implemented. The deposit has been the main obstac1e of in-patient servieces. In addition, the starting line for payment, the percentage for reimbursement and the limitation on pa严nent also impose a heavy burden on the disabled persons. Therefore, it is suggested that the integration process for medical security in urban and rural areas should be sped up so as to promote the equity of people living either in urban or rural 缸eas. The premium subsidies to the disabled should be implemented so that they can participate in medical insurance. Personal advance payment should be called off and immediate reimbursment should be implemented. The linkage with medical assistance should also be strengthened so that 也e medical securit
