Aging before getting rich and Aging before preparing for it have been increasingly bringing such problems as poverty, disease, disability, demands on service , care, spiritual care , and many other difficulties and problems. The number of poverty and low- income eldly people is about 23 million in 2012. However, top-level design and strategic plan in response to the population aging is lagging; multiple subjects , which involves govemment , market and sociey, with common objectives to face population aging has not been establised yet. It is vey urgent to accelerate the establishment of the long-term care institutional system, which is social insurance-based and commercial insurance supplemented with the combination of care assistance and care allowances.
