Abstract The implementation of medicalliability insurance is one important means of resolving patient conf1 icts ,mediating medical disputes. Currently ,the insurance is voluntary ,due to various suhjective and ohjective factors ,the participation rate of the hospitals is significantly lower ,and it hardly meet the basic l呵uirements of the insurance provider ,thus it is difficult 10 play the insurances social administration effect. To this end ,the relevant departments should innovate and promote the implementation of 由e insuranc哩 model ,to take certain m国5ures to en∞urage or even force the hospital side.
