Due to the river course silting and barriers constructing on the flood land , it is urgent to reduce the sediment transportation and remove the b町riers on the flood land. Based on the existing problems for the removal of flood flow barriers in the Liao River ,and combing Several opinions of the State Council on the reform of the insurance industry some suggestions for removing barriers are put forw町d ， including no-engineering measures ,such as conducting flood control insurance for flood land ,developing transfer mechanism of flood disaster and marketization compensation mechanism of flood disaster so as to reduce the economic losses for the people in the flood affected areas.
