l 保障性住房建设运营中的企业参与问题研究 | c articipation of Chinese Companies in the Affordablc Housing Construction an OpcratlOn 王混飞WANG Kun (宁波大学建筑工程与环绕学院，浙江宁波. 315211) [ 摘 要 ] 大规模的保障性住房建设计划需妥巨额资金支持，必须积极探索调动社会资源参与投资和建设，通过金融创新、机制 创新和管理创新，提高保障性住房建设和运营的效率。 对典型城市中企业参与保障性住房建设运营的情况进行调研，分析当地政 策背景及企业参建情况。对企业参建的机遇与风险进行分析，指出企业参建保障性住房能够获取一定的收益， 加速资金周转;享 受相关优怠政策;通过混建间接获得所持土地、房产增值的好处;解决职工住宿难题，增加企止对人才的吸引力;履行社会责任， 提升企止的关誉度及和政府搞好关系。分析了企业参建必须面临的资金、违约、市场、政策等方面风险。对参建企业提出选择合 适的项目、加强内部管理的建议，对政府提出妥在土地、金融、规划、退出等方面进一步加强努力的建议。 [ 关键词] 保障性住房;土地;资金;企3i.
