矿山地质环境治理项目资金管理暂行办法（Interim Measures for fund management of mine geological environment control projects） Enclosure： Measures for the administration of special funds for the restoration and control of geological environment in mines Chapter I General Provisions Article 1 in order to control the management of special funds for the restoration of norms of mine geological environment, improve the efficiency of the use of funds, according to the Peoples Republic of China budget law , the Ministry of Finance Ministry of land and resources on mineral resources special income to co-ordinate arrangements for the use of the notice (Cai Jian 2010 No. 925) formulated the relevant provisions. Article second of these Measures apply to the central government through the central division of mineral resources special income arrangements for mine geological environment restoration and management of special funds (hereinafter referred to as special funds) management. Third recovery and management of mine geological environment mentioned in these Measures refers to the state-owned mines formed in the planned economy period, the responsible person or lost due to mining activities caused by the recovery and management of mine geological environment destruction. The fourth special funds mainly support the mining geological environment recovery and control project which can fully exploit the potential of inefficient and abandoned industrial and mining land, and can also reflect environmental benefits, social benefits and economic benefits. Fifth special funds for the implementation of earmarking, any unit or individual shall not be withheld, misappropriated, and diverted zuozhi. The second chapter: expenditure range The sixth special funds shall be used for the restoration and control of the mine geological environment and other related expenses.
