建築與規劃學報（民國 94 年） 第六卷 第一期 第63–80 頁 Journal of architecture and planning （2005 ） VOL.6 NO.1 ，pp.63–80 新竹科學園區設置之環境風險認知分析與價值評估 胡志平 1 摘要 新竹科學園區的設置增加了新竹地區的就業機會、活絡地方經濟等外部效益；但是另一方面 也因園區的設置，誘發不同的外部成本，這些負面效應主要是污染問題、及因污染對園區附近住 民造成的外部成本負擔。本文經由住民意識調查，以了解住民對於隱含在科學園區的環境風險的 認知程度，並且利用非市場估價法之特徵價格函數，計算這些環境風險的價值。因此，本文以新 竹市設籍的住戶為問卷調查對象，實證結果顯示：住民對科學園區設置所引發的環境風險認知以 「工業廢水」最高，風險期望值為 。其次，在特徵價格函數型態選擇上，本文透過 0.4823 Box–Cox 函數轉換，並應用計量軟體來校估相關變數的係數，依最大概似函數法，在µ 1 λ 0.8441 、 時， 所建立的特徵價格模式對房價有最佳解釋能力；最後，在特徵屬性對房價的影響方面，屋齡、樓 地板面積、房間數、廳數與距離，對房價有顯著影響；而距離對房價的影響如下：平均每增加一 公里，房屋價格減少23.21萬元。 關鍵詞：外部成本；意識調查；環境風險；特徵價格；Box–Cox函數轉換。 Valuation and Perception Analysis of Environmental Risk from Establishment of HsinChu Science Park Chich- Ping Hu Associate Professor, Department of Architecture and Urban Planning, Chung Hua University ABSTRACT Due to the establishment of HsinChu Science Park, locating at HsinChu, there had happened two main external effects around HsinChu area, including external benefits such as increases of employment and stimulating local economy on one hand, and external cost incurred on the other hand.
