强镇扩权下的小城镇发展研究
——以浙江省绍兴县为例

摘要:
强镇扩权的兴起是分权制度变迁和现实发展诉求两个层面共同作用的结果：分权体系下小城镇
的不利地位和小城镇发展的重要战略地位互为矛盾存在，表现为扩权的必要性；地方政府间权
力的逐级下放和经济强镇的出现则起到了催化剂的作用，表现为扩权的可能性。在此背景下，
强镇扩权将成为中国地方治理体系变革的一种趋势。文章通过对浙江省绍兴县强镇扩权实践的
研究，认为强镇扩权对小城镇发展环境有积极影响：可以提高政府公共服务能力，促进服务型
政府转变；可以提高政府独立管理公共事务的能力，增强城镇发展的自主性和活力；可以增加
城镇发展建设资金，促进城镇硬件环境建设。但是，强镇扩权在实际操作中也存在一些问题：
制约县域一体化发展；在一定程度上加剧土地财政，抬高城镇地价；发展空间的制约会影响主
动性扩权的实施效果；县级政府利益缺失会成为实际操作中的障碍。
