摘 要 (在一页内完成，以下仅为示例) 产业集群是基于特定区域形成的具有竞争优势的产业空间聚集经济现象。在经济全球化的进程中，产业集群的地理集中成为了世界产业发展的普遍趋势。产业集群有利于企业间专业化分工与协作、交易成本的降低、区域企业间知识溢出和创新、区域市场规模扩张，对于区域竞争优势的形成和提升具有重要意义。产业集群在形成过程中以市场自发为主，长三角的产业集群就是如此，但是长三角区域产业政策也存在着一些缺位、越位、错位的现象，在很大程度上制约了现行产业集群的发展和区域竞争力的提升，因此长三角需要制定合理有效的区域产业政策，推动产业集群和区域经济的互动，从而促进区域竞争力的提升。长三角区域政府应该在明确自身角色定位和政府间关系定位的前提下，在充分发挥市场机制调节作用的同时，通过制定和完善相应的产业政策，创造一个合理的产业发展环境，推动产业结构调整和产业升级，同时也要关注相应产业集群的发展和提升，实现政府政策和产业经济的互动，从而推动长三角区域经济社会的发展，提升长三角区域竞争力，以使长三角在带动全国经济发展和参与国际竞争中起到龙头作用。 Abstract （written in one page，for example） Industrial cluster is an economic phenomenon of industrial spatial agglomeration, which is formed in some specific regions with comparative advantages. In the process of economic globalization, the geographic concentration of industrial cluster has been a universal trend in the development of the world’s industry. Industrial cluster is propitious to labor specialization and collaboration among enterprises, reduction of transaction costs, the knowledge spillover and innovation among regional enterprises, and the scale expansions among regional markets. It is of great significance to the formation and promotion of regional competitive advantages. The process of its forming is market-oriented. However, the reasonable and effective regional industry polices can promote the interaction between Industrial cluster and regional economy, and thereby enhance the regional competitiveness. This literature will give an analysis to the Industrial cluster in the area of the Yangtze-river delta. Through it the governments of this area should first have a good orientation of its self role and the relations of the local governments; and also they should make use of the market mechanism to adjust the economy.
