摘 要 随着我国经济社会不断发展，广西各市、县都将面临新的发展机 遇，各级政府对公共政策执行也有了更高的要求。巴马瑶族自治县、 融水苗族自治县、隆林各族自治县等 12 个民族自治县作为广西县域 的重要组成部分，长期以来，他们深入落实中央各项方针，认真执行 各项政策，为推动县域及广西经济社会发展做出了积极贡献。但是， 在执行各项政策过程中也存在着一些问题，一定程度上制约了县域更 好更快发展。因此，加强广西民族自治县政府公共政策执行问题研究， 进一步改善自治县政府公共政策执行存在的问题提供理论参考势在 必行。 文章从公共政策执行主体因素、客体因素及资源因素等方面对公 共政策执行问题产生的原因进行分析，最后从公共政策执行主体、目 标群体、政策环境等方面入手，分析解决广西民族自治县政府公共政 策执行过程中存在问题的对策措施。尽管广西民族自治县政府公共政 策执行还存在不少问题，但随着国务院促进广西经济社会发展力度不 断加强以及广西自身的不断努力，各民族自治县若能及时抓住各项公 共政策，结合县域实际提高公共政策执行力。那么，公共政策执行中 出现的各类问题，将会逐渐获得解决，民族自治县域的经济社会也将 得到长足发展。 关键字：民族自治县；公共政策执行；政策主体；目标群体 I ABSTRACT With the development of our countrys economy and society, the cities and counties of Guang Xi province are facing a new opportunity of development. Meanwhile, governments at all levels improve the requirement of public policy’s implementation. Ba ma yao people autonomous county, Rongshui miao people autonomous county, Longlin as well as other 12 ethnic autonomous counties, as an important part of the counties in Guang Xi, for a long time，autonomous counties in depth implementation each central policy and conscientiously implement each policy. Make positive contributions economic and social development. But exist some problems in the implementation of the policy process, .to restrict; better and faster development of prefectural region. Therefore, in order to improve and give the theory in solving the problems of carrying out the public policy, it is imperative to strengthen the public policy research in autonomous counties of Guangxi, to further improve autonomous counties performance of public policy implementation.
