I II 中文摘要 广东省作为首批低碳试点省份，要积极探索绿色低碳发展的多元化道路，进 一步加快低碳转型的步伐。但是广东正处在工业高度化与成熟化阶段，高速增长 的制造业需要能源支撑发展的阶段，面临着资源匮乏、能源对外依存度极高的状 况，高碳需求也成为了广东经济发展的瓶颈。从全球的视野来看，发达国家在低 碳发展方面先试先行，有很多值得我们借鉴的政策措施。然而经验不能照搬照抄， 需要结合实际，探索出符合广东经济发展的低碳之路。 本文基于广东能源消费和经济增长的特点，采用对数平均的Divisia 方法对 广东省1995-2009 年的二氧化碳排放进行了分解分析。结果表明经济增长效应是 广东碳排放增加的主要因素，能源效率效应是抑制碳排放的主要原因，同时能源 结构效应对抑制碳排放有巨大的潜力。在对碳排放进行分解分析的基础上，结合 广东实际情况分析了低碳发展面临的主要障碍，主要表现在当前经济发展阶段的 制约、形势严峻的对外贸易状况、产业结构重工化及能源消费结构高碳、工业进 一步减排潜力较小和温室气体排放加剧几个方面。同时，文章在对目前广东省已 有的低碳政策和已经取得的发展成果进行总结，分别从规制性政策、市场性政策、 参与性政策三个方面提出了完善广东省发展低碳经济的政策建议。 关键词：低碳经济，因素分解法，政策，广东 III Abstract Guangdong Province as one of the first low-carbon provinces, we should actively explore the diversity of green low-carbon development, and accelerate the pace of low-carbon transition. However, a relatively high degree of industrialization in Guangdong Province ，the Manufacturing needs more energy support.Lack of resources, high dependence on foreign energy situation, demands for carbon becomes the bottleneck of the economic development in Guangdong Province. From a global perspective, we need to learn technology about low-carbon development from developed countries, but experience can not copy, we need to combine practical, find out the way of low-carbon for Guangdong Province. Base on energy consumption and economic growth of Guangdongs characteristics. Used the logarithmic mean of Divisia method to measure Carbon dioxide from 1995-2009 of Guangdong Province.
