It has been show n that the small coalpit has brought a great promotion to rural economy and peoples w ell-bing, Nevertheless, the contradiction betw een the small coalpit developing and the fragile environment and soil and w ater conservation be- comes more acute. It w ill be the burning issue at present that how to deal with this contradic- tion in rural soil and water conservation.
