摘 要 现代信息网络技术突飞猛进地向前发展，电子商务已成为21世纪经济发展的第一增长点。无论是在发达国家还是发展中国家，中小企业是社会发展的主力军，是解决社会就业和经济创新的重要力量。在振兴辽宁经济乃至东北老工业基地的过程中必须充分重视和发挥中小企业的力量。 辽宁的中小企业在发展经济、增加税收、安置就业、活跃市场、促进社会稳定方面发挥了越来越重要的作用。然而，与国内其他发达地区相比，辽宁中小企业的发展还存在着很大的差距。在网络快速发展的今天，辽宁中小企业更应该结合自身的发展特点，积极投身于电子商务建设。 为更好的加快辽宁中小企业电子商务发展，文章主要从辽宁中小企业开展电子商务的基本情况着手，调查中小企业电子商务发展的基本现状。采用数学统计分析和比较分析方法，分析辽宁中小企业电子商务发展中存在的问题；分析我国南方电子商务发展情况，借鉴其发展的优势和经验，结合辽宁中小企业自身的特点，提出适合辽宁中小企业电子商务发展的战略，进一步发现辽宁经济特别是中小企业在东北老工业基地振兴中的经济发展价值。 关键词：辽宁中小企业；电子商务；发展战略 Abstract With the development of modern information network technique, Electronic Commerce has become the first growth point of economy. No matter in developed countries or developing countries, all plays very important roles in the economic development. In the process of promoting the Liaoning economy and even the northeast old industrial base, we must fully take and display the strength of the SMEs. In the development of economy, increasing the tax revenue, placement employment, active market and the promotion of social stability, Liaonings SMEs has played a more and more important role. However, compared with other domestic flourishing regions, the Liaoning SMEs development also has the very big disparity. In the fast development of network today, the Liaoning SMEs should unify own development characteristic, joining in electronic commerce construction positively. For better speed up the development of Liaoning SMEs electronic commerce, the article mainly begins from the basic situation of Liaoning SMEs development electronic commerce, to investigate the SMEs electronic commerce development the basic present situation.
