Grasp the most essential fundamentality, the personality, treat the cultivation of students’ healthy personality as something most important, build the culture quality education mode of the colleges and universities run by the local people based on the healthy personality, achieve students’ general development and advance the healthy development of the colleges and universities run by the local people. 　　【Keywords】Colleges and universities run by the local peopleHealthy personalityCulture quality education 　　 　　加强大学生文化素质教育，是我国高等教育全面贯彻党的教育方针，主动适应21世纪人才需求的重大举措，是提高大学生的思想道德和科学文化素质水平的重要基础。杨叔子院士在《人文教育：情感，责任感，价值观》中提出：“文化素质的核心是人文素质，文化素质教育的核心是人文教育，人文教育就是要做人的素质，人为本，做人的素质，特别是人格，是本中之本。”[1]因此，文化素质教育必须要抓住这个本中之本，把培养学生健康的人格作为重中之重，构建基于健康人格的民办高校??学生文化素质教育模式。 　　1．大学生的健康人格与文化素质教育。文化素质教育与健康人格培养之间既存在着密切的关联，又有一定的区别。人格培养是文化素质教育的重要内容，属于文化素质教育。文化素质教育是培养大学生的全面素质的，其中培养什么样的人是健康人格培养的核心。文化素质教育是培养健康人格的基础，是人格健康发展的必要条件，良好的文化素质教育可以为人格的健康成长提供强大的智力支持和非智力支持。健康人格培养则丰富了文化素质教育的内涵，是文化素质教育的深化与发展。但文化素质教育不等同于健康人格培养，二者之间的区别是显而易见的。文化素质教育以提高大学生整体素质为宗旨，力求促进大学生身心的发展和人类文化向个体人格品质的内化。 　　2．民办高校大学生文化素质教育在健康人格塑造上存在的问题。民办高校在经历了崛起阶段，
