摘要随着经济的不断发展，新的金融产品与服务不断涌现，各类经济社会主体对金融产品和服务的需求也日益呈现出多样化的特点，因此，金融及相关产业的发展速度、水平以及创新能力的高低，在促进经济社会发展中发挥着越来越重要的作用。在这样的背景之下，金融功能区作为一个具有特定功能定位并集聚各类金融机构、集团总部和相关配套产业的基地，得到越来越多的国家和地区的重视与建设。对于处在资源型经济转型风口浪尖上的山西省来说，对各类金融服务和产品的需求更加强烈，尤其是在 2012 年 8 月国务院正式批复《山西省资源型经济转型综合改革实验总体方案》之后。因此构建一个高水平的金融功能区对于支持资源型经济转型将起到事半功倍的效果。纵观国内外各地区的经验，在金融功能区建设过程中，政府的推动是保障金融功能区建设速度、水平乃至方向的一支重要力量。财政支出作为政府一个重要的宏观调控手段，具有就业、投资、经济增长以及产业结构调整等多种效应，无论从理论上还是从实际经验来说，对金融功能区的构建无疑具有巨大推动作用。论文以山西省资源型经济转型为背景，诣在建立一个能够促进资源型经济转型的金融功能区，并为此提出相应的财政支出政策建议。论文的研究思路是在分析山西省经济转型发展任务的基础上确定了金融功能区的目标定位及功能布局，继而分析了太原市建设金融功能区的优势和制约因素，最后提出了在金融功能区建设的三个阶段财政支出的着力点和具体财政支出政策建议。【关键词】金融功能区金融集聚财政支出政策资源型经济转型AbstractWith the continuous development of economy ,New financial products and services are constantly being created,All kinds of economic and social main bodys demand are increasingly showing a diversity of characteristics,so the development speed, level and innovation ability of financial and related industry plays an increasingly important role in promoting economic and social development. In this background, Financial functional area as a base of specific function and gathering all kinds of financial institutions, corporate headquarters and the related supporting industry,is causing attention and const- ruction of more and more countries and regions. For the resource-based economy transform- ation of Shanxi Province being in the forefront, the demand for various types of financial services and products is more and more strong.
