AbstractWiththerapiddevelopmentofeconomy，Chinasurbanizationprocesshasbeenaccelerated,sourbanexpansiontotheperipheralruralhasbecomeaninevitabletrend.Rurallandisasafeguardforvillagers.Inrecentyears,asthelandexpropriation,especiallytherurallandsurroundingthecitiesexpropriationwhichsparkedinterestconflict,evensomeplacesappearedviolentconflictandgroupincidents.Alotofcollectivelandexpropriationhascreatedseriousconflictswhichhaveseriouslythreatenedthesocialstabilityandthedevelopmentofthecity.Thereasoncausedconflictsisthebenefitimbalancebetweeninterestgroups.Intheedgevillagecollectivelandexpropriation,therearethreeinterestgroups:thelocalgovernment,developers,andthepeasants.Intheinterestconflicts,thelocalgovernmentisbasedastheadministrativepowerandseekshisself-interest;thedeveloperisaimatpursuingprofitmaximization;thepeasantsareatthedisadvantageousposition,whichinterestisofteninjuredbythelocalgovernmentandthedevelopers.Sowehavetostrengthentheresearchaboutthethreeinterestgroupsandfindthebalanceofinterestconflict.Thatcaneasethesocialcontradictionsandbuildaharmoniousenvironmentfordevelopment.Thisarticle,viewedfromthebenefitequilibrium,definesvariousinterestgroupsofcollectivelandexpropriation,analyzesthecostofinterestconflicts,anddiscussestheactionandresultsoftheinterestgroupswiththegametheoryasitsmethod;finallygivetherationalthinkingofbenefitequilibrium.Thispaperincludesfourparts:thefirstpartispreface,whichmainlyputsforwardtheresearchquestion,explainsthemeaningandtheresearchmethodofthetopicandanalyzesthelandexpropriationpolicysincethefoundingofthenewChina,introducesrelevantforeignpolicy.Inthesecondpart,firstly,discriminatesthecoreconceptsofthelandexpropriationpolicy,landexpropriationandrequisition,collectivelandexpropriationandhousecollectiononstate-ownedland.andthan,definesvariousinterestgroupsofcollectivelandexpropriation,analyzesthecostofinterestconflicts,anddiscussestheactionoftheinterestgroupswiththegametheoryasitsmethod.Thethirdpartintroducestypicalcasesandthecurrentsitua
