摘要随着我国经济社会的快速发展和城镇化进程加快，基础设施建设将迎来巨大 的发展空间，然而以财政资金支持的基础设施融资模式必将面临严峻的资金缺 口。基础设施融资租赁对城市基础设施建设具有积极推动作用，它不仅能够筹集 建设资金，盘活存量资产，还能推动民间资本参与基础设施建设，提高资金配置 效率，完善政府投融资体制。因此在基础设施建设领域引入融资租赁这一新型融 资渠道，必将给城镇化建设提供重要的金融支撑。我国基础设施建设融资租赁起步较晚，相关理论和实务研究也相对缺乏。因 此，本文希望通过对基础设施融资租赁的相关理论和实务操作模式的分析，为相 关研究提供参考。本文研究了基础设施融资租赁模式的构建，从理论和实务操作 两个层面进行了深入剖析。本文主要介绍了基础设施融资租赁的基本原理，对比 分析了各类基础设施建设融资方式，阐述了业务操作流程和风险，构建了多种操 作模式，并最终对行业的发展提出了相关政策建议。关键词：融资，融资租赁，基础设施AbstractWith Chinas rapid economic development and urbanization accelerated, infrastructure construction will enjoy tremendous development. However, fiscal funds to support infrastructure construction will face serious funding gap. Infrastructure leasing has a positive role in promoting infrastructure construction, it can not only raise funds for it, revitalize the assets, but also promote the participation of private capital, improve capital allocation efficiency and government financing system. Therefore, the introduction of leasing in this new field will provide important financial support for infrastructure construction.Infrastructure leasing started late in our country, there are few theory and practice of research in this field. Therefore, the analysis of infrastructure leasing both in theory and practical operation mode could provide reference for related research.
