AbstractAfter 30 years of reforming and opening up, Chinas economic, cultural, and other fields have been fully coordinated development. But, The process of development also produced a series of problems inevitably, especially in rural areas.. Recent years the number of local peasant go to petition is growthing quickly, and sensitive times group petitions are go to capital to perform petitions. Farmers are rural social contradictions so concentrated reflection, in some places, has become the first problem in the outstanding cadres. This paper choose XiangFen in Shanxi Province to analysis the reason why farmers petitions, and explore new characteristics in recent years appears. This paper focus on how to deal with the countermeasures of farmers correctly , and provide suggestions to improve our legal systerm.The first chapterre I will search three rural specific examples in XiangFen Shanxi Province to organization how to treatment for farmers petition in the grass-roots. The first part I written the petitions history of HuLi village , the reason why villagers to appeal , the measures government dealing with, and sums up the successful experiences; The second part I written the contradiction in XiLing village between the rich and the poor, The rural leaders made many efforts in order to improve the alleviate situation , the paper mainly introduces the successful experience of the village; The third part to write the reasons why group petitions taking place in the NanXu village, , the government how to solve the problem of group petitions .So we must put forward on the new question.The second chapter focuses on the new characteristics in Villagers petition . So many farmers go to BeiJing to appeal, and analyse the reason why farmers are choose such a way to appeal. First paprt write the way farmers going toBingjing, Those farmers have various states in Beijing; Then write the background and origin of this new appeal for the performance; Finally I will write measures t
