摘要随着科学技术的不断发展，信息技术引发了高等教育的巨大变革，高等学 校要真正步入经济、社会发展的中心舞台，发挥“新世界经济发展火车头”的 作用，就必须加快构筑与现代化教育相适应的信息化体系。但是在高校信息化 建设的过程中，风险问题凸显出来，影响着信息化建设的顺利实施。本文就当前我国高校信息化建设中的风险管理问题展开研究和探讨，提出 进行制度建设来规避和管理风险。主体内容分为三个部分。其一，高校信息化风险管理制度建设的基础理论。分析了高校信息化风险 及其风险管理的内涵和表现形式，阐述了风险管理制度在高校信息化风险管理 中的功能，重点探讨了构建高校信息化风险管理制度来应对风险的必要性。其二，高校信息化风险管理制度缺失及其成因。当前我国教育部门已经意 识到了高校信息化建设中的风险问题，并采取了一定措施，但是由于缺乏一套 科学可行的风险管理制度，在风险管理方面显得比较被动。风险管理制度缺失 主要表现为管理意识不强、管理规划欠科学、管理标准参差不齐，而究其原因， 则复杂多样。其三，加强高校信息化风险管理制度的对策建议。针对当前我国高校信息 化风险管理制度缺失的现状，提出了优化高校信息化风险管理制度环境、完善 高校信息化风险管理制度创新机制、健全高校信息化风险管理制度实践等对策 措施，并以某高校信息化风险管理制度建设为例进行了一定程度的实证分析。关键词：高校信息化；风险管理；制度建设AbstractWith science and technology development, Information Technology causes High Education Reform resulting in the fact that colleges must construct a system of information in accordance with modern education with reassurance of the effects of teaching, scientific research and social service in order to step really into economic and social development, and become “New World economic growth locomotive”, But in College Information Construction process, the risk problems are being displaying out ,and consequently affects information construction.In order to ensure the due effect that College Information Construction brings , the risk problems existing in our College Information Construction are needed to settled, and the reasons for the formation of risk are to be found and concrete measures should be taken as well according to our College Information Construction reality.
