摘要随着经济社会的迅速发展，我国的交通行业也飞速发展，交通系统工程建设 的投资逐年加大。交通系统建设工程的巨大利润，诱发交通系统内部腐败犯罪案 件不断增多，而且呈现出涉案金额大、涉案人员职务高， 犯罪的手段日渐隐蔽和 复杂等特征。交通系统腐败现象的高发不仅严重损害了其整体形象，而且还严重危 害建设工程的质量，从而埋下安全隐患。本文从近年交通系统腐败现象易发环节入 手，分析交通系统腐败现象的特点。根据收集的资料，针对该环节腐败犯罪的原因 进行阐释和分析，并提出了交通系统腐败现象的预防与惩治措施。本文主要分成五个部分： 第一部分：绪论。本部分主要包括四个方面的内容即研究的背景和意义、研究的国内外现状、研究的内容。介绍了当前交通系统腐败现象十分严峻，在明确 论述课题选题缘由的基础上进一步明示本课题研究的意义，具体解释了课题研究 重点。第二部分：预防与惩治交通系统的理论政策及法律依据。在理论方面，主要 以党和国家领导人对反腐败重要性、反腐败廉政教育、反腐败制度建设的相关论 述；在政策方面，主要以十四大以来的党的报告和党中央、国务院和交通厅下发 的相关文件为主；在法律依据方面，主要按照《刑法》中对贪污贿赂罪、渎职罪、 重大工程安全事故罪的界定及惩罚为主。第三部分：交通系统腐败现象分析。分析研究了交通系统腐败现象的实际案 例，归纳出交通系统腐败现象的特征和易发环节。结合交通系统工程建设工作的 实际情况，从项目招标投标、分包转包、材料设备采购、工程质量监督等几个方 面详细阐述了腐败现象易发环节的具体内容。第四部分：交通系统腐败现象产生的原因。交通系统腐败现象发生有思想文 化建设、管理制度、监督管理等方面的原因。其中监督管理的原因主要是指建设 工程审计质量有待提高、监察部门事中监督作用不明显等。第五部分：针对交通系统腐败现象高发的原因，本论文 提出了相应的解决措 施：第一，加强交通系统廉政文化建设；第二，健全交通系统的管理制度，这其中 包括进一步完善招投标、工程建设管理制度、行政审批制度；第三，进一步加强对 交通系统的行政监督。关键词 交通系统；腐败现象；预防；惩治；权力AbstractWith the rapid growth of social economy, transportation industry develop rapidly, the investment on the engineering construction of traffic system has been increased yearly. Huge profits of projects of traffic system construction induced the internal corruption crimes of traffic system increasingly, the large amount of money involved and those with high position involved. The means of crime is hidden and complex. Corruption phenomenon seriously damages the overall image and the credibility of the transport system, but also causes serious damage to the quality of highway, which tend to threaten public transport safety. According to the collected data, this thesis starts with the links prone to corruption in the traffic system in recent years, analyzes the characteristics of the corruption in traffic system, illustrates the cause of corruption crime and puts forward the prevention and punishment measures for the traffic system of corruption.This thesis is divided into five parts:The first section is the introduction.
